Riddler

His solo show has made Penguin one of the most compelling characters in The Batman’s version of Gotham, so there’s a high probability that he will be part of The Batman 2. With increased power in the criminal underworld, he could even be the primary antagonist, though this remains uncertain.

Another villain mentioned in The Hot Mic podcast, rumors suggest that Harvey Dent will be part of the upcoming Batman movie. It is also speculated that he may turn into Two-Face during the film.
Joker
With a tease in the closing moments of The Batman, Joker may appear in the sequel. Since the movie is arriving after a long wait, there is significant anticipation about the central antagonist, and Joker remains one of the franchise’s most iconic villains.
