The character is an original creation of James Gunn for the film. He had made his first appearance on promotional material released last year. This promo material was a Daily Planet newspaper, and the main headline read:

As mentioned in the newspaper story, written by Clark Kent, the Hammer of Boravia attacked Metropolis in retaliation for Superman’s interference in the nation’s politics. The being’s attack on the city resulted in 22 injured people and property damage worth $20 million.
