When Tony Stark established the first Illuminati, he hoped to forge a meeting of the most brilliant minds in the Marvel Universe. Unfortunately, the organization wound up causing as many problems as it solved. However, this did not stop the inspired Iron Man from trying again in West Coast Avengers #3.

Written by Gerry Duggan with art by Danny Kim, West Coast Avengers #3 centers around a new threat. A new version of Ultron found religion and is trying to save the downtrodden by “ascending” them into cyborg angels. The angels, in turn, are charged with protecting people with their newfound powers. Naturally, Tony Stark is suspicious of the artificial intelligence’s intentions.

To that end, as the West Coast Avengers monitor the situation, Tony Stark takes a meeting. Conferring with White Queen, Mister Fantastic, Blue Marvel, and Doctor Strange, Iron Man outlines his plan to deal with the situation. All of them object to the plan for one reason or another, with Blue Marvel asking if this “was what these secret Illuminati meetings are usually like?” This confirms the new group is the latest incarnation of the Illuminati.
The original Illuminati of Tony Stark explained
The first Illuminati was formed after Earth was drawn into the Kree/Skrull War. It was composed of Tony Stark, Reed Richards, Stephen Strange, Professor X, Namor, and Black Bolt. Iron Man thought it would benefit the world for the leaders of its most advanced nations and powerful superhero teams to coordinate. Black Panther was also offered membership but declined, fearing what might happen should the members come into conflict over a matter of principle.
This concern proved to be prophetic. The team’s membership changed many times as various members left in outrage over the actions of other members. Many of their decisions also inspired bigger problems than the ones they were meant to solve. Chief among these was their decision to send the Hulk into space, leading to the World War Hulk event.

It remains to be seen if this new Illuminati will fare any better. The membership is smaller, which does reduce the risk of conflict. Moreover, the team is made entirely of people Tony Stark considers friends who are not afraid to call him out. Indeed, everyone on the team disagrees with his plan to fight Ultron, including Tony’s ex-wife, Emma Frost. This suggests the new Illuminati may be a better-balanced organization.
