Even before he became Sorcerer Supreme and Emperor of Earth, Doctor Doom was one of the most powerful people in the Marvel Comics Multiverse. This was largely through his invention of advanced technology that combined science and sorcery. Given that, The Avengers expected that he had used some combination of the same forces to take over the world. However, the events of One World Under Doom #3 confirm that Doom conquered Earth-616 without any sort of superpower.

Written by Ryan North with art by R.B. Silva, One World Under Doom #3 found the Avengers plotting against Doctor Doom. Joining with a new Masters of Evil team, Earth’s Mightiest Heroes intended to prove that Doom had seized political power through mind control. It beggared belief that the leaders of the world would just agree to surrender their authority any other way.

To that end, the Avengers and Masters of Evil planned a two pronged attack. The majority of their members would face Doctor Doom in open combat. This would serve as a distraction while Scarlet Witch, Baron Mordo, and Goblin Queen pooled their powers to scan the minds of every world leader on Earth. Between their probability control, magic, and telepathy, it was hoped they could find precisely how One World Under Doom came about.
Doctor Doom uses diplomacy to take over the world
To their surprise, the heroes and villains discover that Doctor Doom did not use magic, telepathy, or any sort of superpower to alter the minds of the world’s leaders. Doom convinced a majority of politicians to support him through basic diplomatic channels. Indeed, the only magic they could detect were spells that allowed communication across great distances, with no compulsions or illusions.

This revelation showcases how Doctor Doom’s power goes far beyond his vast intelligence, technological creations, and mastery of magic. He is also a skilled statesman. In the end, Doom required nothing to conquer Earth beyond his natural talents as a negotiator.
