#9 Steve Trevor
There needs to be some Nick Fury equivalent in the JLA movie. While the group itself wouldn't be formed and operated by the government, there would still be someone that the government wants to keep tabs on them. That's where Steve comes in. Taking another page out of Geoff Johns' Justice League book I can see that interpretation of Steve working well for a JLA film.
Given the character's past with Diana and his government work, it only makes sense for him to be in the film and to be the primary “normal” guy in the cast for us all to look at and connect with. While he might not get to see a whole lot of combat in the film there's plenty of room for him to get out into the streets and fight the bad guys alongside the Justice League. He just won't share any credit.
I wanted to cast this person as someone else first but when I decided Steve should be in the film, I changed my mind. My pick for Steve Trevor is none other than Nathan Fillion. We all know him, we all love him. He's got the charm and charisma to make audience around the world love him too, which is good since the character would be our beacon of normalcy in the film. Fillion is also very capable of serious acting instead of being a goofball funny guy (which he is also very good at).
