Presumably the film has got several rewrites since then (Watchmen had 8 by the time of filming, TDK was close to that number too). I remember years back talk of setting up a studio west of there in La Place. Also, there're a couple of National Guard airfields around there, too. Just because they're filming in the area doesn't mean anything is set in New Orleans. It could be work on sets because of tax breaks or it could be they're using the airfields down there. We basically know that the recent GL Secret Origin story is the basis for this movie. Tim Robbins as Sen Hammond doesn't have to be a major role. It can just be a scene or two to establish Hector's insecurities and character flaws. I just hope they get the relationship with Sinestro right. Plus the fact both movies are comicbook movies whoever comes out first which I think will be GL will have a leg up on the other.
